Lotteries were also held in various Low Countries towns, with the proceeds used to fund fortifications, wall construction, and other projects. A record dated 9 May 1445 at L’Ecluse mentioned a lottery of 4,304 tickets, which raised funds for fortifications and walls. In some of the colonial settlements in the French and Indian War, lotteries were used to help raise money for troops.

In France, the first lottery was established in 1505, when King Francis I decided to organize a lottery in his kingdom. He had been researching lotteries in Italy, and he decided that it would be a good way to raise money for his kingdom. He was also impressed by the positive publicity lotteries received from Italian newspapers. After a few years, the first French lottery was established, which became the Loterie Royale.

By the time of the American Revolution, the Continental Congress had used lotteries to raise money for the Colonial Army. It was around this time that lotteries were also used to raise money for religious congregations. Some of the early lotteries were organized by wealthy noblemen during Saturnalian revels.

During the Han Dynasty, lotteries were used to fund important government projects. These include the construction of the Great Wall of China. It is also believed that the Chinese Book of Songs mentions a game of chance as “drawing of lots” and the game “drawing of wood.”

During the 18th century, the Loterie de L’Ecole Militaire was founded by Madame de Pompadour, who wanted to build a military academy in Paris. She was opposed by many of the social classes, though. They did not approve of the idea, and the Loterie was eventually banned.
